The purpose of regulation in foreign trade of agricultural and food products in European Union is to stabilize the domestic market and to monitor imports and exports in the EU. In order to achieve this purpose, the EU has established import and export licensing system.
Import license AGRIM / export license AGREX is required, when quantities of imported / exported products exceed quantities specified in the Annex of Commission delegated Regulation (EU) No. 2016/1237.
Also, the import license AGRIM is required for the importation of any product or quantity under preferential or tariff quota arrangements.
These licenses are issued by the National Paying Agency under the Ministry of Agriculture (NPA).
Electronic import and export licenses are being issued since 12 April 2016 after the implementation of the project “Submission of customs declarations electronically using “one-stop shop” principle as electronic service”.
Export refunds are suspended under the Regulation (EU) No 1308/2013 of 17 December 2013 of the European Parliament and of the Council establishing a common organisation of the markets in agricultural products and repealing Council Regulations (EEC) No 922/72, (EEC) No 234/79, (EC) No 1037/2001 and (EC) No 1234/2007.
Licensing provisions have changed fundamentally since Commission Delegated regulation (EU) 2016/1237 of 18 May 2016 and Commission Implementing Regulation (EU) 2016/1239 of 18 May 2016 laying down rules for the application of Regulation (EU) No 1308/2013 of the European Parliament and of the Council with regard to the system of import and export licences came into force in 6 November 2016.
