Procurement notices as of 2017 – solely via NPA website
As of 1 January 2017 implementers of projects related to 2014-2020 Lithuanian Rural Development Programme  (2014-2020 RDP) shall announce about ongoing tenders and execute purchase procedures via www.nma.lt.
 
As of 1 January 2017 amendments to the rules entered into force – they are related to purchasing of goods, services or works by a project implementer, seeking support of measures under RDP 2014-2020. The changes specify a requirement to announce about the tender and to carry out purchasing on the NPA website. The measure “Risk Management“ is an exception – those applying under the measure must publish announcements in press.
 
Information about a tender has to be placed in the NPA website column “Purchases of project implementers”. Suppliers will have to use the website for providing offers too.    
 
A tender for acquisition of goods, services or works to be financed by means of support shall be organised, if value of purchasing goods or services exceeds EUR 58 000 without VAT, for purchasing works – EUR 145 000 without VAT. A tender may be organised in all cases regardless of procurement value.
 
Interviews are organised if value of goods or services equals or is less than EUR 58 000 without VAT, and value of works – EUR 145 000 without VAT. If value of procurement ecxeeds EUR 28 962 without VAT, interview of suppliers shall be cartied out in a written form or via the NPA website.   
 
Currently there are over 500 suppliers registered in the NPA procurement system. However aiming to ensure that project implementers have  a possibility to select the most appropriate goods or services, the number of suppliers should be higher. Targeting to achieve higher competitiveness, project implementers can additionally publish their notices in press.
