Support for investment in agricultural holdings

QUESTION: Is there a possibility to repeatedly apply for purchasing a new tractor under the measure “Support for investment in agricultural holdings”, if I already received support for a tractor in 2017?
 
ANSWER: If the applicant has already received support under the measure “Investments in tangible assets”, area of activity “Support for investment in agricultural holdings” of the Lithuanian Rural Development Programme 2014–2020 for purchasing a new tractor and / or a harvester, he may re-apply for support for a new tractor or a harvester only if on the date of submission of an application, the economic size of the applicant’s holding (hereinafter - HES) has increased by 20.00 percent or more compared to the HES, which was at the end of the implementation of the last project (under which a tractor and / or a harvester was purchased).
 
In the evaluation of the application, HES on the date of submission of the last payment application of the previous project shall be compared (checking data of 1 January or 1 July depending on the half-year when the final payment application was submitted) with the HES published by the Agricultural Information and Rural Business Center on 1 January 2020.
 
 
QUESTION: I want to apply for activities in the horticultural sector. Since I am not only a farmer, but also have a job, can I apply for support?
 
ANSWER: The rules do not prohibit applicants from engaging in other activities, but the applicant’s income from agricultural activities from the date of submission of a support application until the end of the project control period shall account for at least 50 percent of the total operating income of the applicant annually.
 
 
QUESTION: An applicant engaged in agricultural activities for more than a year plans to submit an application under the measure “Support for investment in agricultural holdings”. Which year should financial statements be submitted for?
 
ANSWER: Section VII “Documents to the Submitted” of the support application form for 2020 under the measure “Investments in tangible assets”, area of activity “Support for investment in agricultural holdings” of the Lithuanian Rural Development Programme 2014–2020 establishes that if agricultural activities have been conducted for more than a year, the applicant shall submit financial statements for the reporting (2019) and previous reporting (2018) year.
 
 
QUESTION: Will the applicant be eligible for 10 priority points under the area of activity “Support for investment in agricultural holdings” (2020) if he is a member of a cooperative established in 2017?
 
ANSWER: Please be informed that sub-clause 43.5.1 of the rules of the implementation of the measure “Investments in tangible assets”, area of activity “Support for investment in agricultural holdings” of the Lithuanian Rural Development Programme 2014–2020 applicable since 2019 approved by Order No 3D-70 of the Minister of Agriculture of 7 February 2019 (hereinafter – the Rules) (current consolidated version as of 24 March 2020) states that 10 selection points shall be awarded if the applicant is an officially recognized agricultural cooperative, a member of an officially recognized agricultural cooperative or a member of a producer group (as established in the rules of the implementation of the measure “Establishment of Producer Groups and Organizations” of the area of activity “Establishment of Producer Groups and Organizations in the Agricultural Sector” of the Lithuanian Rural Development Programme 2014–2020, approved by Order No. 3D-168 of the Minister of Agriculture of the Republic of Lithuania “Regarding the approval of the rules of the implementation of the measure “Establishment of Producer Groups and Organizations” of the area of activity “Establishment of Producer Groups and Organizations in the Agricultural Sector” of the Lithuanian Rural Development Programme 2014–2020”).
 
The applicant willing to get the selection points specified in sub-clause 43.5.1 of the Rules shall present along with an application for support a document confirming his membership in an officially recognized agricultural cooperative. Based on the submitted documents, applicant’s membership in an officially recognized agricultural cooperative will be checked during the evaluation of his application. It is also important that, on the date of submission of an application, the agricultural cooperative has the status of an officially recognized agricultural cooperative according to the data of public registers.
 
 
QUESTION: Can I apply for support if I have applied for support under the measure “Support for investment in preventive activities aimed at reducing the consequences of possible natural disasters, adverse climatic effects and catastrophic events” of the Lithuanian Rural Development Programme 2014–2020?
 
ANSWER: The rules do not prohibit simultaneous participation in both support measures.
