Study visit to the NPA within the framework of the OLAF project
This week the National Paying Agency under the Ministry of Agriculture (NPA) hosted a study visit supported by the European Anti-Fraud Office (OLAF) within the framework of the staff exchange project “Fraud and irregularities in public procurement, red flags and best practices in Lithuania“. The project has been initiated by the Veneta Paying Agency (Italy), and this is already the third initiative, focusing on different aspects of fraud prevention as regards the daily performance of the EU paying agencies. Delegates from the paying agencies in Italy, Austria and Estonia took part in the two-day meetings, dedicated to irregularities and cases of fraud related to public procurement. The Lithuanian colleagues shared their experience on issues related to legal basis on public and private procurement in administering European Agricultural Fund for Rural Development, red flags in public procurement, anti-corruption methodology, etc. The guests also familiarised themselves with the NPA public electronic online portal for public procurement.
 
The next meeting will be held in September and will be hosted by the Estonian paying agency, Agricultural Registers and Information Board, followed by the Austrians in November. The closing meeting will take place in Padova, Italy in the beginning of the next year.
